Plan Review Log: PPI/KaKs temporary frontend circuit breaker

Act 1 complete: the user selected a global frontend-only circuit breaker, retained plan visibility, paused batch and manual UI execution, preserved backend/API/CLI behavior, and required independent Ortholog execution to remain available.

Local read-only audit — frontend control flow

  • Confirmed the global gate precedes normal stage scheduling.
  • Required coverage of foreground batch, background batch, manual entry, shared submit, and stale download-monitor resume.
  • Rejected reuse of ppiKaksPauseStageIds() because it pauses every planned Ortholog.
  • Required the circuit breaker to activate before preflight can rewrite an existing Ortholog as PPI-owned.

Local read-only audit — layer and contract boundaries

  • Confirmed that PlanningAgent, backend, API, CLI, contracts, Manifest, stage-status, reproducibility, diagnosis, and result mapping should remain unchanged.
  • Found that dependency-expanded KaKs Ortholog may lack frontend owner fields; required preserving original intent stage provenance in frontend batch state.
  • Unknown Ortholog provenance must default to preserved/runnable.

Local read-only audit — tests

  • Required Node-executed behavior tests using the repository's _source_block() and _run_node() patterns, not constant/string-only proxy tests.
  • Required positive controls proving unrelated stages still submit.
  • Required explicit background-batch and stale-monitor tests.
  • Recorded an unrelated pre-existing openPpiResetDialog() contract failure so it is not hidden or misattributed.

External Codex review

The requested read-only Codex CLI review was not run. The escalation was rejected because it would disclose the local plan and potentially repository context to an external service without explicit user authorization for that disclosure. No workaround was attempted, and no VERDICT: APPROVED is claimed.
